Michael Matheson is urging Salmond to apply for membership of the United Nations as an observer member, similar to the Holy See (Vatican).

The UK would try to block it, and every country in the world with an "upstart" minority would vote against recognising the Holyrood adminstration as a non-governmental organisation. The PLO were recognised as such because of Cold War politics.
